The Damned
The most popular drug, besides alcohol and Nicotine, in The US, at the turn of the 20th Century, was Heroin. Used as a replacement for Morphine and most common as a cough treatment, you could buy a syringe and set-up for $1.50.
Negotiations were going on in Shanghai, after the Boxer Rebellion, with a host of Nations addressing the devastation brought on by the Opium trade. Not until Mao took power was China rid of the drug trade.
Back in the US, we were becoming a nation of junkies. In 1914, the Harrison act began the first steps towards prohibition. Doctors were the first to go because, logically, they prescribed the drugs. A Doctor worth a damn would know the damage the drug caused,so let them go to jail.
The Harrison Act may have been crude, but it created an awareness.
